FP7-SEC-2011-1 SEC-2011.4.2-2: Unmanned search and rescue solutions, Integration Project

Project Synopsis:

The number of natural and man‐made disasters in the world increases every year. The concentration of population in cities and close to the sea amplifies the effects of these disasters while complicating the response, especially for Search And Rescue (SAR) operations. Meanwhile, the budgets of the first responder agencies are at best stable but more generally tend to decrease. In addition, the threats that the First Responders (FR) face increase due to the hectic land planning and the presence of numerous Seveso sites in the suburban areas. Technical solutions have to be found to multiply the capabilities of response while increasing the protection of the FRs by avoiding to put them in hazardous situations. This priority has been the objective of a large number of R&D projects in the previous years.

Unmanned systems through the numerous military and para‐military programs have now reached an acceptable level of maturity. It is therefore an obvious idea to envisage their use in the response to disasters missions and especially to study their integration in Search and Rescue (SAR) operations.

Submitted under the 4th Security Call of the EC's 7th Framework Programme, DARIUS (Deployable SAR Integrated Chain with Unmanned Systems) aims at providing unmanned platforms for search and rescue operations. While everaging the results of these previous or on‐going projects, DARIUS will put effort on the aspects that have not or little been covered for the use of the unmanned systems in SAR operations, namely to enhance the interoperability performances at procedural and technical levels.
